Been there. Those are loaded with cheap electrolytic capacitors and I ended up replacing a bunch of them and got it working. It might not be worth your time and effort at that price point. Should have bought the Hafler.

At the last studios I built, I put a short rack next to the circuit breaker panel. In that rack was a UPS for each studio (just tek power and not lights or wall outlets). The likely cause is an audio output that was wired wrong so that signal is connected to ground. That will contaminate the ground with signal and couple stray audio in to someplace else.
