I don't often feel sorry for the FCC, but...

You aren't missing anything, and your sense about her is probably right on target. It's just that every time I read the name (especially aloud), it reminds me of the cat we had until last year that would suddenly go nuts and attack inanimate objects if we forgot to feed her the daily dose of Prozac.

I would guess there are probably thousands of Kimi Katos out there, filing bogus applications for anything and everything, at the federal, state, municipal/local level. On some weird level it is a pastime for them.

They are probably in the same league as the slightly unhinged people you will see showing up at every city council meeting, complaining about some trivial issue and wanting the city to do something about it.
