Translator with no primary?

I'm not going to identify the guilty party until I've exhausted the possibility of an error on my part, but...

having been suspicious, this morning I tuned to a local FM-translator-of-an-AM station, and then to the AM station in question.

They aren't simulcasting. (music on the FM, talk show on the AM, local spots on both so I'm sure I'm thinking of the right stations)

Could be the primary is now a HD2, except my XDR-F1HD & 8-el Yagi isn't seeing HD on any FM that I believe is capable of providing 60dBu across the translator site.

I wonder who'll be first to just shut off the AM altogether & see whether the FCC cares?

It's illegal, but as you mentioned...I'm not sure the FCC even cares anymore considering the mess they've made.
