The point is, just because the government shut down, the laws haven't. And the Enforcement Bureau will still investigate complaints, even after the fact.

If a police force were to do a full quitting due to some union controversy, does that mean the town's laws are no longer valid and you can go in and pillage others?

Same principle goes here...

The EB still has stationary monitoring capability that they use to help identify interference sources (like pirate FM transmitters spewing trash into the air traffic control bands) and those are operating. Even the mobile units are damn good at it--I was treated to a ride-along demonstration of one in operation in person a few years back and it was impressive what they can do with just a single SUV and the equipment in it. These are the folks who are still working.

And you can bet that anyone thinking that running their daytime 50 KW ND at night when they're supposed to be 250 watts DA will go unnoticed hasn't been in the business very long. That co-channel you blow out of their CoL will certainly notice and will have a complaint at the FCC doorstep, with proof, when they reopen.

If the feds won't shut the E.B. down, then there are other parts within the Department of Commerce that are not shut down. If the E.B. is really got anybody working, it's on a tight staff of maybe one body per Field Office, and they are NOT going to work for free.

As far as that 50 KW ND Night example, we have all these DX Guys with too much time on their hands but to log all that stuff and claim they are the E.B.! As of this posting, I have scanned the AM Dial at Night and everything seems to be normal. I think the E.B. is more interested in the FM Pirates like the Steven Duffers of the world than the licensed broadcasters.

There is some idiot on "You Tube" that modified his Belkin FM Transmitter to be used with his i Pod. The stupid guy showed to the world how to modify the Belkin FM Transmitter, then somebody on You Tube turns him in to the E.B.! Some people have no sense.
