RCA BTL with Volumax 4000A question

I have an RCA BTA 25L that I plan on putting on 80 meter ham band.
I also have a Volumax 4000A that I know nothing about. When I power
It up the meter goes negative. The circuit board is dark colored around
the power supply. The top cover is missing, so I dont know if it is working
or not. I cant find a manual anywhere. If you can help me out that would be great.

If that's a bipolar supply (I can't remember!) that's where I'd start. Oh heck, start there anyway, the PS almost always needs work on older gear.
