Part 15's and streaming (Qualify for lower rate?)

i run a non commercial (no Commercials / PSA only) part 15 am in both 15.221 mode (Neutral loaded Carrier current) and remote 15.219 site (3m ant / 100mW input to final)

would that qualify as an over the air terrestrial signal for the purposes of getting the lower streaming rate?

i would like to add a legal stream to supplement my limited range part 15 system but as a streaming only setup it would be cost prohibitive for me as i am not making any money and have no interest of turning what amounts to a hobby into a full fledged business and all the headaches that come along with that.
