What do you mean "it's disappearing"? It's either fading or it's peeling and/or chipping off and/or washing off the tower. You need to figure that out before you proceed with mitigation efforts. And if it is peeling/chipping/washing off the tower it may have to be removed before a new coating is put...

Have you looked at the load on the IPA with a wattmeter? Solid state IPAs (and solid state transmitters) are generally unforgiving of a load that isn't close to 50+j0. My issue with BW is their analog design. Sooner rather than later you will need a real engineer to put it back together. Gatesair and BE may or may not be around for long.
