See my last post, but I had another thought. I noticed that there is a 1kW shortwave station in Canada. I did some research, but was unable to find the rules for licensing a SW station in Canada. Right now, it is *not possible* to license a completely new AM broadcast station. The FCC only accepts applications during "filing windows", and they aren't held very often.
