Given all of the XLR connectors spraying out of that box, I would guess it is somebody's half-assed distribution amplifier (or passive splitter). Maybe to split off air chain audio to different destinations.

A box was in the budget at least. Why not use the Endec in/out audio connections if that is what it is?

TFT EAS 911s do not have audio in/out. That's in a separate box, either TFT's or your own home brew. So perhaps this is that.

Pretty sure that is a Sage Endec in the pics, which does have its own interrupt relays.
The box could be someone's homebrew version of a multi-station relay gismo. It does kinda look like there is a pair of wires between the box and the Endec relay outputs.

The LPFM I take care of used to have a home brewed interrupt in a brown metal box for this very reason. The TFT 911D they had didn't come with an interrupt relay. It was retired when the CAP requirement came around and a new EAS unit with built-in interrupt was installed.

Whatever it's supposed to be, there's probably a couple of spiders and dead crawly things in there.
Trim to fit, paint to match, tune for minimum smoke.
