Ericcson (Mediakind) AVP as emergency encoder

So I am working on setting up a Ericcson (MediaKind) AVP platform as a a last resort emergency encoder for the transmitter. The older Tandberg (EN-8040?) had a mode where the encoder could operate stand-alone with static PSIP, and emulate a major/minor channel. I am not seeing that option on the AVP, even though it's setup for ATSC service. Anyone ever use one of these as an emergency stand-alone? Yes static PSIP isn't technically legal, but this is for a last minute emergency resort only. I want the encoder to send out the necessary major and minor channels and emulate the TVCT for air, but have never done that with the AVP.
