Unless you plan on using the same antenna(s) on the Willis system he won't accept it. That was a one-off and not an off the shelf antenna. You'll have to have it either modeled or range tested in your particular environment.
I've done well over 100 of these 2nd/3rd adjacent channel exhibits and in each case they want manufacturer's data for both the horizontal and vertical plane radiation characteristics. They will not accept an "envelope" you promise to stay within like they do for co- and first-adjacent channel allocation purposes.
FM does it with frequency!
